Pradhan Mantri Matsya Sampada Yojana was launched in 2020 with a total investment of around 20,050 crore rupees over five years. The aim was to bring about a Blue Revolution through sustainable and responsible development of the fisheries sector. With the scheme completing five years, the review provides a clean data driven story for ISS aspirants on production, exports, and rural livelihoods.
What PMMSY actually does
PMMSY supports inland fisheries, marine fisheries, aquaculture, post harvest infrastructure, cold chains, and modernisation of fishing harbours. It targets an increase in fish production, improvement in productivity per hectare in aquaculture, growth in exports, reduction in post harvest losses, and creation of additional employment opportunities along the value chain.
Production and export gains
India is one of the world’s largest fish producing nations. Fish production has grown steadily under the scheme, with a strong performance in inland aquaculture and shrimp culture. India remains a leading global exporter of frozen shrimp. The export basket is gradually diversifying, with attention also to value added marine products and ornamental fish.
Infrastructure modernisation
Fishing harbours, fish landing centres, cold chain infrastructure, ice plants, and fish processing units have been supported across coastal and inland states. Sagarmala convergence projects help reduce post harvest losses and improve hygienic handling. This contributes directly to better unit value realisation in exports.
Concerns flagged in the five year review
Despite progress, challenges remain in marine resource sustainability, climate vulnerability of coastal communities, and quality compliance for high end export markets. There is also a need to strengthen aquaculture insurance and species diversification to reduce overdependence on a few high value items. PMMSY 2.0 conversations are already shaping up around these gaps.

With PMMSY support for better seed, feed, and a small cold chain link, his yield doubled and his shrimp now reaches a Kochi processing plant for export.
